Case Study – Training Impact Assessment and Competency Framework Development

Situation An Abu Dhabi government entity asked us to develop and implement a mechanism to assess and measure the impact of all activities conducted within their learning anddevelopment program.

Our service We devised a work program using a best-practice competency-based HR framework:


The framework was then translated into a competency dictionary in Arabic and English covering each job family and unique job description. Following this, we conducted a ‘training needs’ assessment for the client’s
2000+ employees.

Based on the assessment, individual development plans (IDPs) were created detailing the learning and development programs assigned to each employee.

In order to put these plans into practice, learning and development policies and procedures were created along with detailed process maps to guide the implementation. The policies and procedure manual contained the forms to be used in training impact assessment. In addition,
we supported the client in launching the Oracle performance management which was based on the competency dictionary.

After ensuring that these training predecessors were in place, we supported the implementation of the 2010 learning and development calendar. Working with the client, we developed training impact assessment forms and templates based on Kirkpatrick’s training evaluation model.

Outcome Using the approach applied by us, the client could successfully identify the gaps between their employees’ current competencies and their job requirements. From this they were able to directly select and deliver the required training programs to develop capabilities throughout
the organization.
